原因是《庇護與移民修法草案》（la loi asile-immigration，簡稱《移民法》）在上週起進入立法程序，針對法條進行公開辯論。不止議會現場傳出你來我往的激烈談判聲，議會外也聚集了支持和反對的聲浪。經過幾天不間斷的會議，週一（23 日），這項庇護權的法案，以 228 票對 139 票通過。事實上，打從草案在 2 月底初次公告起，各方人馬即發表反對意見。

文章並指出，移民議題（Immigration）而非個人經濟，才是英國脫歐和川普當選的主要因素。美國選舉結果顯示出，美國收入最低的 20% 的人，過半數投給希拉蕊。反觀美國收入最高的 33%，希拉蕊跟川普的得票率差不多，可見得個人所得不是最主要的影響因素。社會文化價值才是最主要的因素。
