The National Human Rights Museum (NHRM) was officially established in 2018 to house important historical documents and to provide information and insights pertaining to Taiwan's human rights history. With research, archives, and educational programs, NHRM strives to enhance the public's understanding of human rights issues in contemporary society.

NHRM is active in bringing film festivals and human rights education together, seeing films as a powerful medium to convey messages, to engage the audience, and to further initiate discussions of a wide range of complex issues. Taiwan International Human Rights Film Festival (TIHRFF), as part of this endeavor, is now an important public platform for reflection and dialogues regarding human rights issues.

In addition to the major events, TIHRFF invites organizations, independent cinemas, and alternative spaces across the country to hold joint screenings. By setting up a jury team, NHRM further incorporates screening and educational events with its focuses of the year through selections of both international and local documentaries and narrative films addressing significant human rights discussions.
